Kind of wonder if this is just a decoding error. It suggests that an Argentine ham in the South Atlantic is replying to a Japanese ham, on 6m. (For reference, I'm in the PNW.)

Probably not a decoding error. I regularly work stations in Central America and Japan from VK on 6m FT8. Transequatorial VHF prop is a thing.
