When I got to the lowest point on the road here, I saw some other cyclists trying to use the grassy ridge on the left to get around probably 1-2 feet of water on the road. All of us decided that US 2 was probably a safer bet.

"Washout"
Last Winter was a pretty crazy one. Many, many rivers reached flood stage, which caused washouts of paved roads, unpaved roads, and bridges alike. Even fairly benign rivers became torrents.
I really shouldn't be surprised that I found another instance out here. However, in this case there were also a ton of downed trees!
